Halloween Curfew Set in Chester Twp., None in Borough

Neither town has designated trick-or-treating time for sweet holiday.

Halloween is fast approaching and the forecast looks free of any natural disasters (see: 2011 and 2012) that could potentially disrupt October’s sweetest holiday.

For residents in the Chesters, curfew rules differ in the borough and township, and neither municipality has a designated trick-or-treat time.

In Chester Township, a curfew was established in 1992, according to the town’s code book, that states juveniles cannot be in any public place between the hours of 10 p.m. and 6 a.m. from Oct. 28 to Nov. 1, unless accompanied by a guardian.

Unless the juvenile – any person under the age of 18 – is traveling to or from a place of work, involved in a medical emergency, or attending religious services or extracurricular activities, violations and penalties could be enforced.

Penalties include fines between $100 and $1,000 and possible community service of up to 90 days, the code book said.

Over in Chester Borough, there is no curfew set by ordinance for the holiday, but the Historic Chester Business Association is hosting its annual Halloween Parade on Oct. 31 at 4:30 p.m.

Trick-or-treating in the downtown area with merchants will be held from 2 to 5 p.m., town administrator Valerie Egan said.

The borough, however, does not have a designated time frame for trick-or-treating in residential areas.
