Chester Man Had Drugs Near School, Cops Say

Chester Township Police investigation leads to distribution, possession charges.

A 20-year-old Chester man was arrested April 15 and charged with distribution of narcotics, Chester Township police said.

According to Lt. Ed Noonan, James Downs was charged with three counts of distribution of a controlled dangerous substance, suspect marijuana and oxycodone, two counts of distribution of a controlled dangerous substance within 1000 feet of a school, possession of drug paraphernalia and two counts of possession of controlled dangerous substances.

The arrest was made by Detective Cpl. Anthony DaCunza at the conclusion of an ongoing investigation, Noonan said.

Downs was lodged at the Morris County Correctional Facility in lieu of $10,000 bail with no 10 percent option, Noonan said.
