Landscaping trucks

Spring is here! I wonder though...... What is the legality of lawn care trucks blocking publichighways while   performing a service for a homeowner. 
Many streets are narrow, many have blind curves and hills. 
Often no attempt is made to allow vehicle safe passage, no cones, no flagmen, nothing! Just a huge truck and trailer parked in the street!
i somehow think that this cannot be legal.
