Mega K-12 a 'Blown Opportunity' for Chester Boro

Council fails to include the mega K-12 feasibility study option for the regional school district.

 

Chester Borough voted 3-2 not to include the mega-K12 feasibility study option when they return to the next meeting of the mayor's scheduled for August 16 in Mendham Township.

The decision might be the straw that breaks regional study's back as if no unanimous decision is made in August on which options to study, the committee could effectively be dissolved.

For the second meeting in a row, Chester Board of Education member Kerri Wright and regional school mayor's group moderator Christine Gorski appeared before the mayor and council of Chester Borough (joined this time by Raymond Trevisan, board of education president) to explain the implications and options involved in a feasibility study. And for the second meeting in a row, the borough failed to add the mega K-12 option to the feasibiity study.

Washington Township, Mendham Borough, and Chester Township all previously agreed to move forward on three options:

  • Super regional K-12 district, encompassing all five towns
  • Two K-12 school districts–one for Washington Township, another for the Chesters and Mendhams
  • K-12 district for Washington Township and a limited use 9-12 for the Mendhams and Chesters, keeping their K-8 districts intact.

Mendham Township, however, said it would not allocate funds for a study–each municipality has budgeted $10,000–if the super regional K-12 district was part of the options to be included. While Chester Borough would not agree to study the mega K-12 they did agree to find their portion of the study.

Councilwoman Jennifer Cooper-Napolitano didn't see the wisdom in studying something that wasn't unanimous.

"If you know that some of the towns don’t want one of the options, why would you study it," Cooper-Napolitano said.

For his part, Mayor Bob Davis said he saw no harm in studying the K-12 district it if it moved the process forward.

"The process is complicated but there are plenty of opportunities for us to veto or alter or design as the process goes along," Davis said.

The cost of the feasibility study itself was an issue with members of the council as both Janet Hoven and Cooper-Napolitano voiced concerns with spending the $10,000.

"Chester Borough, which is very little, is being asked to chip in $10,000 which is a disproportionate," Cooper-Napolitano said.

Davis saw the $10,000 as money well spent.

"Its small potatoes when you think about the fact that we sent 80 students to the high school and pay $17,759 per student," Davis said. "I think if we can move the ball forward we can discover a lot."

Councilman James Robshaw made a motion to add the mega K-12 and it was seconded by Matt Finney. It was voted down by Cooper-Napolitano, Hoven and Tim Iverson. Councilman Gary Marschuetz was conferenced in on the phone, but was not able to stay on long enough to vote.

After the vote, Davis said he felt the teamwork of the five towns was lost.

"The teamwork issue is dead. Without going forward with the study shuts all doors," Davis said.

Cooper-Napolitano disagreed with Davis.

"Let me address this whole cooperation here. People who don’t want a mega K12 are being criticized. This idea was brought forth by one of the five towns. If everyone isn’t including that, how isn’t that working together," Cooper-Napolitano said. "So I would think that if everyone can compromise on two, then you move forward with two."

Moderator of the mayor's meeting Christine Gorski explained that many towns were already making concessions.

"Washington Township is agreeing to study all the options that it doesn’t want. They are agreeing to study 3/4 of the things thet don’t want," Gorski said. "They are willing to study everything they don’t want in the spirit of cooperation."

After the vote, Hoven spoke of wanting to find a solution to make it work and Davis urged the council to reconsider.

"I think you’ve blown an opportunity guys and now you are having second thoughts. If you are, make a motion and then reverse it," Davis said.

No motion was made.

"Tonight's vote was a vote against the taxpayers in Chester," Bob Davis said. "And now I have done what I swore I wouldn't do. I wasted a year on this."

While there is a chance the study may go forward with three of towns, Davis said now Chester Borough has forfeited its right to a say in it. Despite the grim forecast, Davis did say the year was not truly a waste.

"Working with the other mayors, they are all really great guys," Davis said. "And I know I can pick up the phone and call them and they can call me and we can work together comfortably."

Perhaps phone calls of that nature will be in order, as the fractured mayor's group meets in what most likely will be their final meeting next Thursday.

What a disaster. What happened to all the change that was needed in the funding formula? Where oh where is Arrington Nation?. I see Chester Boros' point but here is is mine , the Mendhams and the Chesters are unable to merge so how is WT supposed to work on a study if no one is willing to study all the options.

Can we now stop this farce? This entire matter has been embarrassing to watch. It would actually be funny if it wasn't for the fact that tax payers' dollars are being wasted. The study was doomed to fail and produce no positive result given the applicable legal principles.

A K-12 district is exactly what we need. Why are our taxes so high? Because we have multiple layers in the way the school districts are organized. Bucks County in PA has ONE superintendent for the entire county and the schools are very good there. Here in Washington Township we have TWO superintendents for one tiny town. It's insane. If NJ can't get over this 'home rule' multilayered, money wasting way to govern our schools and our towns our property taxes will only ever continue to increase exponentially.

There's savings in the status quo

cv, Chester Boro does not gain anything by participating in the study, so they save 10 grand.
There are probably a half a dozen reasons Chester Boro Council did not want to spend the 10K too.
I'm guessing the main reason for opting out is; any change to the school system will cause Chester boro's taxes to increase. For the same reason Chester boro voted down the merge the police dept's.

Russ Crespolini was wrong when he wrote Chester Boro will loses it's say in the matter if they don't participate in the study. The other four towns can not move forward with out them.

Thank you Tom. So my next question is will we do this every few years and come to no new conclusions? I agree with Chester Boro having to be included but I initially though it was the Mendhams that diid not want this merger option studied. At least for now Arrington nation and her hate monger crew have shut up and stopped blaming WT for the so callled funding discrepancy.

Hey Tom,

Couple quick things to clarify.

1. According to Mayor Bob Davis, because of their size and what they currently pay many of the proposed options benefit Chester Borough financially which is why he felt the vote hurt the Chester taxpayers.

2. Anyone of the towns can move ahead with the feasibility study without Chester Boro and any one of the towns can petition for a change. According to the expert attorneys who are working on the process, the majority to move forward AFTER that is needed. But with their size, Chester Borough doesn't have much to contribute to a majority. One of the council members referred to it as being 'bent over the barrel' because they do in fact lose their say if it goes forward.

That's right cv, Mendam is just making noise and they need to pipe down. But I respect their right to voice their opinions in the media.Yes, we will do this every few years, because no town wants to give up home rule because of the specter of increasing taxes.Here's the bottom line, all five townships are locked into a regional school district until all sides agree they want out. That said; the key point of the study was to show how all five towns can save big money on duplicate administration costs by making one K-12 district for all five towns. Which in turn could save you taxes. In reality Chester just thew the committee's agenda under the bus and probably nothing will change and your property taxes will keep going up and up...( exasperated exhale, sigh) :-(

I agree with some of the points you are making and I hear what you're saying Russ, but I think Mayor Davis maybe wrong. Suppose the other towns go ahead with the study and Chester boro doesn't like the outcome, do you think they're just going to sit on their hands?

You're right about Chester boro's fear of taxi increases, that's why the didn't approve the police dept merger, Further, everyone was wondering why Chester boro didn't cease the opportunity to put up a board member and take control of the board of education at the HS? Pure stupidity...I agree with cv and Tom as a resident of Mendham Township. It is very curious how everyone (primarily MT) was screaming about getting a study done and looking at ALL the options, and now two of the towns are backing down. It's a frustrating cycle that seems to have no end - what's the point of ever trying if there's always a council or a group waiting to shoot it all down. Please, council members and boards, re-read Mayor Davis' comment: "The process is complicated but there are plenty of opportunities for us to veto or alter or design as the process goes along," Davis said. WHY is this not enough to move forward? NO ONE is going to force a mega district on residents of any town. This is just a result of another scare tactic by Arrington Nation. Wake up!

@Linda you are so right . They should at least investigate maybe we all could save money some how or even better our programs . Its supposed to be about our kids. I cannot beleive people even gave CBS a voice.

OMG, we elected J Hoven and J C-Napolitano and T Iversen to look out for we, the taxpayers!! They totally blew this one. Mayor Davis had it right, moving ahead could only lower our taxes. Who do they represent? Not we the taxpayers!!

@Russ thank you so much for pointing out that CBS wasnt there. This whole campaign was started by them and now they disappeared. Also I must say Russ if Chester boros' taxes are going to explode I do not think thats fair to them. Even though I am a WT resident I do not want any town getting screwed in any way.

cv, nobody said Chester boro's taxes are going to explode, quite to the contrary, if Cb would have funded the study, ANY FUNDING FORMULA CHANGE would have lowered the Cb property taxes. It is obvious CBS now controls J Hoven, J C Napolitano and T Iversen.

I'm a WT resident, but I applaud Hoven, Cooper-Napolitano and Iverson for standing their ground and not allowing CB to be pushed into paying for something they won't consider. WT should have done the same.

The whole point of a study is to get the FACTS. Real numbers. This can't be done unless you look at ALL the options and dollars. To say someone's taxes will increase/decrease by any amount is just an assumption based on no facts. Let's do this right. And CB currently pays the lowest of all 5 towns with a 0.3762 tax rate. that is a fact.

I have to get this off my chest . As a former NYC resident only homeowners paid school and real property taxes. people that rented didnt pay any of it I cannot recall anyone ever saying that people that lived in apartment didnt pay their fair share. They were welcome to use the public schools like everyone else. even though they paid no taxes for this. I cannot believe that any of us ever lost sight of a quality education for our children no matter what is paid by an individual household.
Point being we need to move foward regroup RID OURSELVES OF CBS and think about OUR KIDS. We are all level headed people here and I think we all want this funding formula to be fair.

CV: Renters do not directly pay property taxes, but the person/company who owns the apt. does, so renters do pay tax - indirectly through their rent.

Mendham Township BOE rep Jamie Button publicly announced at the first Educational Summit meeting that he had secured funds for a study from the NJDOE after a private meeting with Commissioner Cerf and Governor Christie. Where is the money? Why haven't the mayors, particularly his own mayor Sam Tolley, held him accountable? If you believe Button, funding is a moot issue.

So why are the towns voting on this? Where's the money Jamie?

Russ reports the facts and allows an opportunity for readers to comment. Why not use your voice here to come up with positive comments/solutions? Why all the negative comments against Chester Boro Council, CBS, Ms. Arrington, etc.? I see the same people commenting on most of these articles, but none of you have come up with your own sound ideas. Why not start your own citizens' group, to counter CBS if you don't like what CBS has accomplished? I applaud Chester Boro Council members for voting on what their constituents want. I would imagine that a majority of the citizens of all 5 towns would not want a mega K-12. Russ, maybe you should add a poll, and keep tabs by town?

Good answer Claire that is what all the Mayors are trying to do. They werent shoving the K-12 down anyones throat they just want to weigh all the options to make an INFORMED desicion. Just because I dont agree with all of the optiions I have faith in Mayor Short to make a desicion that works for WT.

@Tom I whole heartedly agree with you. No one seems to get that there are WAY TOO MANY ADMINISTRTORS AROUND HERE. Too many Boards of ED etc. I would feel bad if people lost jobs but remember charity starts at home and if taxes could be reduced for all then we should move foward studying every scenario.

That's right cv, let's put every option on the table.ad then decide. Switching gears here, the real problem with NJ schools is collective bargaining with unions and growing infrastucture jobs with in the school system ( 100K janitors). We see this in the WT K-8, where the budget is 2 almost 3 million dollars more than in 2009-2010.
In other words, the unions have a strangle hold on your tax dollar. the are bleeding the tax payer dry, eventually the system will collapse if something is not done about it. You can thank your elected school board members for conducting themselves like drunken sailors at budget time. The worst sentence you can here out of any elected official, especially BOE members is;" I'm doing so well, I just want to give back to my community." This seemingly harmless phrase translates to: I want to spend your tax money...

The Chester Borough council members who voted against spending taxpayer money to study such a poorly conceived idea (the mega k-12 district) should be applauded. The Borough council was elected to do what's best for the Borough; bigger is not always better .

Each municipality should be paying a pro-rated shared of the cost of the study, based on the number of students they each have. In other words, if the study costs $40,000, then having each municipality pay the same $10,000 is only fair if all four municipalities have the same number of students in the system.

OK, so now we have another report indicating our Reg High schools rating is dropping. And now after all the pandering we have a divided BOE. We need sound education ideas brought forward. For the past 1.5 years we have only had discourse about funding formulas. How unfair, how imbalanced, how more $ are spent here instead of there. We have CBS formed by J Button to upset the status quo. They have accomplished several things: we now have a divided BOE, our school ranking is falling and we have communities pitted one against the other. Congrats to CBS. J. Button, I hope you are happy. Why not do the job you were elected to do? What education ideas have you brought forward? You complain about the falling ranking, this has occurred during your tenure as a Board member. Why not resign so we can get back to education matters instead of your witch hunt?
